This custom was conducted
based on two major code which is policy and ethics (Nurhalim Ibrahim, 1992).
Ethics code means concept of democratic and unity while policy code means
toleration and rules and regulations. Each tribes will make conclusion based on
anonymous speaker
on issuess discussed. With this code, they can find the truth
and justice on their rights and strengthen their membership bond in each
tribes. It.s similar with the concept of Syura – sharing ideas and opinion,
suggestion or recommendation in solving problems or serious issue regarding
custom thus, create unity among the tribes and families.
